Samenvatting

De kleine boeren in West-Afrika zijn dynamisch en innovatief en zouden, als ze de kans krijgen, hun productiviteit gemakkelijk en op duurzame wijze kunnen verdubbelen of verdrievoudigen. Dit zou een enorme impact hebben op de voedselzekerheid en de economische groei in de regio.


The Convergence of Sciences programme explored new pathways for agricultural innovation that focus on enabling smallholders to capture opportunities.

De aanpak is erop gericht verschillende actoren bijeen te brengen die ingrijpende veranderingen in de landbouwsector teweeg kunnen brengen en nieuwe omstandigheden kunnen creëren op systeemniveaus die hoger liggen dan die van het veld en het landbouwbedrijf. Door de samenwerking tussen boeren, wetenschappers, bestuurders, beleidsmakers en andere besluitvormers kunnen belemmeringen worden weggenomen en kansen worden gecreëerd op deze niveaus.

Een nieuwe benadering van innovatie bij kleine boeren

Het project „Versterking van landbouwinnovatiesystemen in Benin, Ghana en Mali“ (CoS-SIS) heeft tot doel het potentieel van de kleinschalige landbouw in West-Afrika te benutten door gunstige omstandigheden te creëren waarin boeren kunnen innoveren.

In plaats van zich te richten op technische innovaties, helpt CoS-SIS nationale, subregionale en Afrikaanse landbouwonderzoeksorganisaties, universiteiten en andere instanties uit de publieke en private sector, waaronder niet-gouvernementele organisaties (ngo’s), bij het versterken van hun programma’s.

Het ondersteunt de ontwikkeling van universitaire leerplannen en informeert beleidsmakers op regionaal en nationaal niveau over manieren om innovatie bij kleine boeren te stimuleren.

  • ‘Stem’: mogelijkheden en procedures om invloed uit te oefenen op beslissingen die rechtstreeks op hen van invloed zijn
  • Diensten: bijvoorbeeld toegang tot productiemiddelen, voorlichting, informatie en krediet
  • Regelingen inzake grondbezit die hen in staat stellen te investeren in grond en bodemgezondheid
  • regelgevingskaders die hen helpen beschermen tegen corruptie, bedrog, landroof, woekerwinsten enz., en die eerlijke concurrentie bevorderen
  • Geïntegreerde waardeketens die hen toegang geven tot markten en een aandeel in de voordelen die voortvloeien uit het creëren van toegevoegde waarde
  • Toegang tot transparante en gratis informatie
  • Infrastructuur: waaronder wegen, irrigatie- en afwateringssystemen, laboratoria voor het testen van landbouwproducten en faciliteiten voor zaadvermeerdering.

De redenen zijn de volgende:

  • Kleine boeren zijn verbazingwekkend innovatief en ondernemend
  • Het verbeteren van de productiviteit van kleine boeren is een verstandige en praktische manier om op grote schaal voedselzekerheid te bereiken
  • Kleine boeren moeten zich staande houden in een geglobaliseerde wereld
  • Het conventionele landbouwonderzoek heeft teleurstellende resultaten opgeleverd
  • Kleine boeren hebben behoefte aan een gunstig institutioneel klimaat
  • Instellingen zorgen momenteel voor een ‘wijdverbreide vooringenomenheid’ ten opzichte van kleinschalige landbouw in Sub-Sahara Afrika
  • Zonder institutionele veranderingen zullen voedselonzekerheid en armoede op het platteland blijven toenemen
